the Merarite clan: The phrase the Merarite clan refers to the families who were descended from Merari. All the Levites who were not yet named were from the Merari families.

the rest of the Levites: The phrase the rest of the Levites refers to all the descendants of Levi who had not been named previously.

Jokneam: The town of Jokneam is mentioned in 12:22. It was northwest of Meggido at the foot of Mount Carmel.Rasmussen p. 241.

Kartah: The location of the town of Kartah is unknown.

In this case, the term remaining means something different than it did in verses 5 and 26. The author is using it to refer implicitly to the last group of Levites, which had not yet received any cities. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [the group of Levites that was still waiting to receive cities]

21:9-42 The descendants of Aaron received thirteen cities, the rest of the Kohathite clan received ten, the descendants of Gershon received thirteen, and the Merari clan received twelve. There were a total of forty-eight Levitical cities. Each tribe had four Levitical cities, except Judah had eight, Simeon had one, and Naphtali had three. Six of the Levitical cities were also cities of refuge (20:7-8).
