The author assumes that readers will understand that the leaders decided to assign cities to the groups of Levites in a particular order (Kohathite priests, Kohathite non-priests, Gershonites, and Merarites) and then cast lots to see which cities would go to each group. Alternate translation: [The leaders started by casting lots to decide which cities would belong to the Levites from the Kohathite clan who were priests, descendants of Aaron. The lot selected 13 cities for them]

21:4 The descendants of Aaron served as Israel’s priests. The cities they received were allotted by sacred lots. The priestly towns were in the tribal territories closest to Jerusalem, where the Temple was later built.
