OET (OET-LV) and_ ʼĀḩāz _he_sent messengers to Tiglat pilʼeşer the_king_of ʼAshshūr servant_of_am_your to_say and_son_of_your I come_up and_deliver_me from_the_palm_of the_king_of ʼArām and_from_the_palm_of the_king_of Yisrāʼēl/(Israel) who_are_rising_up on_me.
OET (OET-RV) So Ahaz sent messengers to Assyria’s King Tiglat-Pileser, “I’m your servant and your son. Come up and rescue me from the kings of Aram and Yisrael who are here attacking me.”
Note 1 topic: writing-politeness
עַבְדְּךָ֥ וּבִנְךָ֖ אָ֑נִי
(Some words not found in UHB: and,he_sent ʼĀḩāz messengers to/towards Tiglat -pilʼeşer king ʼAshshūr to=say servant_of,[am]_your and,son_of,your I leaf_of and,deliver,me from,the_palm_of king ʼArām and,from,the_palm_of king Yisrael [who,are]_rising_up on,me )
Ahaz is using each of the terms servant and son to offer to become a vassal of Tiglath-Pileser if he will help him. The term servant indicates more literally that Ahaz will obey Tiglath-Pileser, while the term son is a respectful form of address that makes Tiglath-Pileser, by implication, a “father” to Ahaz. See how you translated the term “son” in [8:9](../08/09.md) and use a comparable expression for addressing someone respectfully in your language. You could also use plain language. Alternate translation: [I will obey you and I will be personally loyal to you]
Note 2 topic: figures-of-speech / metonymy
מִכַּ֣ף מֶֽלֶךְ־אֲרָ֗ם וּמִכַּף֙ מֶ֣לֶךְ יִשְׂרָאֵ֔ל
(Some words not found in UHB: and,he_sent ʼĀḩāz messengers to/towards Tiglat -pilʼeşer king ʼAshshūr to=say servant_of,[am]_your and,son_of,your I leaf_of and,deliver,me from,the_palm_of king ʼArām and,from,the_palm_of king Yisrael [who,are]_rising_up on,me )
In this context, the word palm represents power, as the word “hand” often does elsewhere in the book. Alternate translation: [from the power of the king of Aram and from the power of the king of Israel]
Note 3 topic: figures-of-speech / metaphor
הַקּוֹמִ֖ים עָלָֽי
[who,are]_rising_up on,me
Ahaz is speaking as if Rezin and Pekah had actually arisen or stood up. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [the ones who are attacking me]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
