The author is speaking as if the Israelites he is describing and their ancestors had actually stiffened their neck, as an ox would do that did not want to turn in the direction that a farmer was indicating. In this verse, the word neck is singular in form, but it refers to all of the necks of the Israelites and their ancestors.
