The author is speaking as if the Israelites he is describing and their ancestors had actually stiffened their neck, as an ox would do that did not want to turn in the direction that a farmer was indicating. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [and they resisted stubbornly, as their fathers did]

In this verse, the word neck is singular in form, but it refers to all of the necks of the Israelites and their ancestors. If it would be helpful in your language, if you decide to retain the image in your translation, you could use the plural form of “neck.” Alternate translation: [and they stiffened their necks, like the necks of their fathers]
