The meaning of the word covered here seems to be that the Israelites pretended they were worshiping Yahweh even as they did things that they knew were not thus, that is, that Yahweh had not commanded and in fact had forbidden. (While many versions translate the word as “did secretly,” all of the practices that the author describes in [17:9–12](../17/09.md) were done openly.) Your language may have a comparable expression that you can use in your translation. You could also use plain language, as the UST does. Alternate translation: [And the sons of Israel put a veneer of religiosity over the things they did against Yahweh their God, things that he had not commanded them to do]

The author is saying all as an overstatement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [in cities throughout their land]

The author is referring to every kind of inhabited place by naming two extremes. A tower of watchmen, from which a few people would guard crops, was an isolated post in a rural area. A city of fortification was a major urban center. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [wherever people lived]
