The pronoun they refers to the people groups whom the Assyrians settled in the land of Israel and specifically to their descendants who were alive at the time the author wrote this verse. It may be helpful to clarify this for your readers. Alternate translation: [their descendants are acting]

The implication, based on what the author says in the following verses, is that here he means that these people were not genuinely fearing Yahweh. He said in the previous two verses that they “were fearing Yahweh,” but by that he meant that they observed certain religious practices. They were not truly devoted to Yahweh, as their worship of other gods showed. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [They are not genuinely fearing Yahweh]
