Here, the phrase to Moses could mean that Caleb hushed: (1) all the people who were assembled with Moses. Alternate translation: [who were assembled before Moses] (2) the people who were near Moses. Alternate translation: [near Moses]

If this expression contains extra information that would not be natural to express in your language, you could shorten it. See how you expressed the idea in [13:17](../13/17.md).
