סְמוּכִ֣ים לָ⁠עַ֣ד

established forever,

The expression They are established contains a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. If you need to say who does the action, the context indicates that it is Yahweh. Alternate translation: [He established them to last forever]

לָ⁠עַ֣ד לְ⁠עוֹלָ֑ם

The terms forever and for eternity mean similar things. The psalmist is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [for all eternity]
