מִ⁠לִּ⁠פְנֵ֣י אָ֭דוֹן ח֣וּלִי אָ֑רֶץ מִ֝⁠לִּ⁠פְנֵ֗י אֱל֣וֹהַּ יַעֲקֹֽב

The psalmist has asked in the previous verse why the mountains and hills moved, so this verse provides the answer: it is because of the presence of the Lord. But this verse also is an exhortation to the people who live on the earth to tremble with respect before the powerful God of Jacob. So earth here probably refers both to the physical earth and to the people who live on it. You may want to use the parallel structure to bring out both meanings. Alternate translation: [Tremble, earth, from to the face of the Lord, you people of earth, from to the face of the God of Jacob]

These two phrases from to the face of the Lord and from to the face of the God of Jacob mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and you may want to show this to your readers by including both phrases in your translation as modeled in the UST. If, however, it would be more clear in your language, you could combine the phrases in a way that shows that the second phrase is repeating the first one, not saying something additional. Alternate translation: [Tremble, earth, from to the face of the Lord, the mighty God of Jacob]

ח֣וּלִי אָ֑רֶץ

The psalmist is speaking to the earth that he knows cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about God’s awesome power and presence. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the earth. Alternate translation: [The earth must tremble]

The psalmist is using from to the face of as a common expression of the culture to mean “because of the presence of” or “on account of the presence of.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [because of the presence of the Lord] or [on account of the Lord’s presence]

The psalmist is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [tremble, earth, from to the face of the God of Jacob]
