Here, Judah and Israel could refer to: (1) the territories of Judah and Israel, since the previous verse talks about leaving the territory of Egypt, as modeled in the UST, or (2) the people of Judah and Israel. Alternate translation: [The people of Judah became those among whom Yahweh lived, the people of Israel became those over whom he ruled]
