These two phrases Because of oppression of the poor and because of the groaning of the needy mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and it would be good to show this to your readers by including both phrases in your translation, if possible. If it is helpful, you could connect the phrases in a way that shows that the second phrase is repeating the first one, not saying something additional. Alternate translation: [Because of how the poor are being cruelly oppressed and suffering]

The psalmist is using the adjectives poor and needy as nouns to mean certain kinds of people. Your language may use adjectives in the same way. If not, you can translate these adjectives with equivalent phrases. Alternate translation: [poor people … of needy people]

Here, groaning represents the suffering of the needy. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [because the needy are suffering so severely that it causes them to groan] or [because of the suffering of the needy]

Yahweh is using Now I will arise as a common expression of the culture to indicate that he is about to take action against those who oppress the poor and needy. He is not saying that he will get out of bed or stand up from a seated position. If this expression does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Now I will take action]

Here Yahweh is speaking as if someone were actually panting for safety like a thirsty person pants for water. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [he longs for it]
