The speakers are using the question who is master over us? as a way of making a defiant statement. They are not expecting an answer but are expressing their belief that no one has authority over them. If a speaker of your language would not use a question form for this purpose, you could translate this as a statement or as an exclamation. Alternate translation: [no one will be master over us!]
