The psalmist is using cut off as a common expression of the culture to mean “destroy” or “bring to an end.” See how you translated the expression “with lip of smoothness” in the previous verse. So in this context, cut off all lips of smoothness means “bring to an end all those who speak with flattering lips.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [May Yahweh bring to an end all people who speak with flattering words] or [May Yahweh stop all people who speak with flattering speech]
