By walk about, the psalmist means that the wicked walk around freely doing evil things without anyone stopping them and that they walk around proudly as a result of being able to do evil things. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [walk about freely] or [walk about proudly]
