Section 17:1–18: John saw the woman Babylon and the beast

In this section, John saw a woman sitting on a red beast. The woman had the symbolic name “Babylon.” An angel referred to her as a prostitute. The red beast had seven heads and ten horns. The beast worked together with her, but later he destroyed her.

Other examples of headings for this section are:

For God has put it into their hearts to carry out His purpose

For: This conjunction indicates that 17:17 is the reason for the attack and destruction of the woman in 17:16. For example:

because

God has put it into their hearts: Here the heart is where desires, purposes, and intentions are. Use a word that is normally used in your language for that meaning. It might be a different organ such as “liver,” or it might be a general word such as “insides.” For example:

God has influenced their minds (NJB)

to carry out His purpose: This phrase indicates that the ten kings will do what God planned for them to do. Other ways to translate this phrase are:

to do what he intends (NJB)

do what he wants them to do (GW)

17:17b

by uniting to give their kingdom to the beast,

by uniting to give their kingdom to the beast: This phrase indicates how they followed God’s plan: they submitted to the beast.

uniting to give their kingdom to the beast: The Greek words are literally “act with one mind and give their kingdom to the beast.” The kings decided together that they would give their authority to rule to the beast. Other ways to translate these words are:

being of one mind and giving over their royal power to the beast (RSV)

will agree to give their authority to the scarlet beast (NLT)

give their kingdom to the beast: See how you translated a similar phrase (“yield their power…to the beast”) in 17:13.

until the words of God are fulfilled.

the words of God are fulfilled: This clause is passive. Some languages must use an active clause. All that the beast and the ten kings did caused the words of God to be fulfilled. For example:

their deeds/actions fulfilled God’s words

the words of God: This phrase refers to whatever God had previously told people concerning this time. It would include prophecies in the Old and New Testaments.

are fulfilled: The Greek word that the BSB translates as are fulfilled means “came true” or “happened.” For example:
