9:18 In the Old Testament, this expression is used to describe obstinate rejection of God, such as the experience of the Pharaoh of the Exodus. In Exodus 9 Pharaoh is variously described as choosing a stubborn attitude, or that God gave him a stubborn attitude, or in the passive that he had a stubborn attitude. So this verse in Romans should not be taken to mean that God deliberately hardens people's attitudes and then punishes them for it. The stubborn attitude is a rejection of divine grace.
TCNT So then, God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.
T4T So we conclude that God kindly helps the ones he wants to act kindly towards. But he makes stubborn the ones such as Pharaoh that he wants to make stubborn.

9:18 he chooses to harden the hearts of others so they refuse to listen: Pharaoh refused to let Israel go because his heart was hardened. God hardened Pharaoh’s heart (Exod 9:12), and Pharaoh hardened his own heart (Exod 8:15).
