Since the king was holding the bow, the implication is that Elisha wanted the king to have a servant or attendant open the window. You could indicate this in your translation if that would be helpful to your readers. The UST models one way to do that.

Having the king shoot an arrow eastward, in the direction of Aram, was a symbolic action by which Elisha represented Yahweh’s promise of victory over Aram and encouraged the king to trust that promise. Elisha placing his hands on the king’s hands symbolized how Yahweh would enable Jehoash to win that victory.
