and=they_said (a)_man to/towards his/its=brother
The phrase a man to his brother is a common expression of this culture that means “to one another.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [And they said to one another]

Here, the Israelites are speaking of appointing a leader as if they would give a head. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [We shall appoint a chief]
