Here the author is speaking as if Balaam’s inability to see the angel had been a covering over his eyes that Yahweh removed. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And Yahweh enabled Balaam to see]

The terms bowed and prostrated himself mean similar things. The author is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [And he bowed low]

The author is using the phrase prostrated himself to his nostrils as a common expression of the culture to mean that Balaam lay face-down on the ground.
