Balak is using the question form three times for emphasis, not to ask for information. In the first question, he stresses that he had indeed summoned Balaam; in the second, he rebukes Balaam for not coming sooner; and in the third, he asserts that he is certainly able to reward Balaam. If a speaker of your language would not use the question form for those purposes, you could translate these questions as statements or exclamations. Alternate translation: [I certainly sent to you to call for you! You should have come to me immediately! I am truly able to honor you!]
