Balaam is using the question form to stress that he cannot say whatever he wants, not to ask for information. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I am certainly not able to say anything on my own!]

Here Balaam is speaking as if the message that God wants him to speak were an object that God puts into his mouth. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [The message that God gives me to say] or [The words that God wants me to say]
