The psalmist is speaking to the sun and moon as if they could hear him. He is doing this to communicate to the people listening to him that he feels very strongly about all of creation praising Yahweh. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the sun and moon. Alternate translation: [Let the sun and moon praise him]

כּ֥וֹכְבֵי אֽוֹר

The psalmist is using the possessive form to describe stars that are characterized by light. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [the glowing stars]
