Unless, otherwise noted, them, “their”, and “they” refer to ungodly and unrighteous people throughout 1:19–32. If it would be helpful in your language, you could state this explicitly. Alternate translation: “all these ungodly and unrighteous people … all these ungodly and unrighteous people”
