Here, likeness means that what Ezekiel saw looked like a throne. If your language does not use an abstract noun for the idea behind the word likeness, you can express the same idea with a verbal form. Alternate translation: “was something that looked like a throne”

(Occurrence 0) a likeness like the appearance of a man
(Some words not found in UHB: and,from,above to_the=firmament which/who on/upon/above/on_account_of//he/it_went_in heads_of,their like,appearance_of stone_of sapphire likeness_of throne and,above likeness_of the=seat likeness like,appearance_of humankind on/upon/above=him/it to,at,upward, )
The abstract nouns “likeness” and “appearance” can be translated with verbal phrases. If you need to tell who this is, you should probably identify him as Yahweh ([Ezekiel 1:3](../01/03.md)). Alternate translation: “something that looked similar to what appeared to be a man”
1:4-28 The language of this opening vision is that of theophany, a physical manifestation of God (see study note on Deut 1:33). It was difficult for Ezekiel to describe what he saw, as is evident from his frequent use of “looked like,” “something like,” and “seemed.” The overall effect is nonetheless clear and menacing; verbs of motion are combined with symbols of judgment to warn that God’s judgment will inevitably fall upon rebellious Jerusalem.
OET (OET-LV) And_from_above to_the_firmament which was_above heads_of_their like_appearance_of a_stone_of sapphire the_likeness_of a_throne and_above the_likeness_of the_seat a_likeness like_appearance_of a_human on/upon/above_him/it to_at_upward.
OET (OET-RV) Above the dome over their heads was what looked like a sapphire stone that had been made into a throne, and on the thing like a throne was a something that appeared to be a man.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
