There are three levels of quotation here. The author is quoting what Obadiah said, continuing from the previous two verses (level 1). Obadiah is quoting what Elijah said (level 2). This includes something that Elijah wanted Obadiah to tell Ahab (level 3). Use the appropriate punctuation in your language to mark these levels of quotation. Alternatively, you could translate this so that there is not a second-level or third-level quotation.
