OET (OET-LV) [by]_the_life of_YHWH god_your if there_[is] a_nation and_kingdom where not he_has_sent my_master there to_seek_you and_say [he_is]_not and_swear DOM the_kingdom and_DOM the_nation if/because_that not find_you.
OET (OET-RV) As your God Yahweh lives, my master sent people to every kingdom to try to find you, and if they said you weren’t there, then he made them promise under oath that it was true.
As Yahweh your God lives
(Some words not found in UHB: he/it_lived YHWH God,your if there_is nation and,kingdom which/who not Shalah my=master there to,seek,you and,say not and,swear DOM the,kingdom and=DOM the,nation that/for/because/then/when not find,you )
This is an oath used to emphasize that what he is saying is true.
Note 1 topic: figures-of-speech / hyperbole
there is no nation or kingdom where my master has not sent men

Here “no nation or kingdom” is an exaggeration that means that men have traveled very far and gone to many places to find Elijah. This can be expressed positively. Alternate translation: “my master has sent men to nations and kingdoms near and far” (See also: figs-doublenegatives)
18:10 every nation and kingdom: Ancient Near Eastern protocol called for the extradition of fugitives or runaway slaves, as noted in the famous treaty between Pharaoh Ramses II and the Hittite king Hattusilis (see ANET 200b, 203a). But Elijah had not had to seek asylum with a foreign king. God provided for his safety at Kerith Brook (17:3) and with the widow at Zarephath (17:9).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
