Elijah is using the question form to challenge and rebuke the people of Israel. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Elijah is speaking as if the people were actually limping on these opinions, shifting their weight back and forth between them as a limping person does with his legs. He means that they are being indecisive about whether to worship Yahweh or Baal. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [will you be wavering back and forth between two faiths]
