Solomon is using the question form to rebuke Shimei and remind him that he had commanded something and that Shimei had agreed. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I certainly made you swear by Yahweh and testified against you, saying, ‘On the day of your going out, and you go where or where, knowing, you shall know that dying, you shall die’!]
