Nathan is using the question form to express doubt that the king would have made a decision about succession without telling his closest advisors. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I do not believe that my lord the king would have done this thing without making his servants know who would sit on the throne of my lord the king after him.]
