Here Moses is speaking of Yahweh making Israel admired among other nations as if he would physically set them high above all the nations. He means that the other nations will consider them great and worthy of admiration. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [and he will make look up to you other nations] or [and he will make you admired by all the other nations]
