הַאֲזִ֥ינוּ הַ⁠שָּׁמַ֖יִם וַ⁠אֲדַבֵּ֑רָה וְ⁠תִשְׁמַ֥ע הָ⁠אָ֖רֶץ אִמְרֵי־פִֽ⁠י

give_ear (Some words not found in UHB: give_ear the=heavens and,let_me_speak and,let_it_hear the=earth/land words_of my_mouth_of,my )

These two phrases Listen, heavens, and let me speak and let the earth hear the utterances of my mouth mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way.
