By the king of Israel, who is in Samaria, Yahweh means Ahab, who was the king of Israel and whose capital city was Samaria. He does not mean that Ahab is in Samaria at the time he is speaking to Elijah, since Ahab is in Jezreel at this time. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [the king who rules Israel from Samaria]
