בְּשֵׁ֣ם אַחְאָ֔ב
(Some words not found in UHB: and,she_wrote letters in/on=name_of ʼAḩʼāⱱ's and,she_sealed_[them] with,seal_of,his and,she_sent the, to/towards the,elders and=near/to the,nobles which/who [were]_in,city_of,his [who,were]_dwelling DOM Nāⱱōt )
The statement that Jezebel wrote these letters in the name of Ahab indicates that she signed his name to them, but it also means more than that. Ahab’s name also represents his person, so the statement means that Jezebel wrote these letters as if Ahab had written them himself. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [pretending that Ahab himself had written them]
Note 2 topic: figures-of-speech / explicit
אֲשֶׁ֣ר בְּעִיר֔וֹ הַיֹּשְׁבִ֖ים אֶת־נָבֽוֹת

The author is using these phrases to specify that Jezebel sent these letters specifically to the elders and nobles who lived in the same city as Naboth did, not to Israelite elders and nobles generally. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [who lived in the same city as Naboth did]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
