There are three levels of quotation in each sentence here. The author is quoting what Yahweh said to Elijah (level 1), continuing from the previous verse. Yahweh tells Elijah what he wants him to say to Ahab (level 2). This includes direct quotations from Yahweh himself (level 3). Use the appropriate punctuation in your language to mark these levels of quotation. Alternatively, you could translate this so that there are not second-level or third-level quotations (see the Quotes within Quotes note).

If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [And you shall tell him that I say that he has murdered and also taken possession. And you shall tell him that I say that in the place where the dogs licked the blood of Naboth, the dogs will lick his blood, even his]

Yahweh is using the question form to express strong condemnation and accusation rather than to ask for information. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You have murdered and also taken possession!]

Yahweh is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [You have murdered a man and also taken possession of his property!]

By even you, Yahweh is stressing to Ahab that the punishment he describes will indeed happen to him. One possible implication is that even though Ahab is a king, he will not escape this judgment. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [even though you are a king]
