Yahweh tells Elijah what he wants him to say to Ahab (level 2). This includes direct quotations from Yahweh himself (level 3). Alternatively, you could translate this so that there are not second-level or third-level quotations (see the Quotes within Quotes note).

If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [And you shall tell him that I say that he has murdered and also taken possession. And you shall tell him that I say that in the place where the dogs licked the blood of Naboth, the dogs will lick his blood, even his]

Yahweh is using the question form to express strong condemnation and accusation rather than to ask for information. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You have murdered and also taken possession!]
