OET (OET-LV) And_she_wrote in_letters to_say proclaim a_fast and_make_sit DOM Nāⱱōt at_the_head_of the_people.
Note 1 topic: translate-symaction
קִֽרְאוּ־צ֔וֹם
proclaim fast
Proclaiming a fast was a symbolic action by which the leaders of a community called its members to attend to something that was very important, even more important than eating on that day. If it would be helpful to your readers, you could explain the significance of this action in the text of your translation or in a footnote. Alternate translation: [Proclaim that on a certain day the people of your city should not eat, because they have a very important matter to address]

(Some words not found in UHB: and,she_wrote in,letters to=say proclaim fast and,make_sit DOM Nāⱱōt at,the_head_of of,the_people )
Jezebel was using the term head to mean the front of the crowd of people whom the elders and nobles would gather. If this term does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly, here and in verse 12. Alternate translation: [and seat Naboth in front of the crowd of people you gather]
Note 3 topic: figures-of-speech / explicit
וְהוֹשִׁ֥יבוּ אֶת־נָב֖וֹת בְּרֹ֥אשׁ הָעָֽם
(Some words not found in UHB: and,she_wrote in,letters to=say proclaim fast and,make_sit DOM Nāⱱōt at,the_head_of of,the_people )
Jezebel could mean: (1) that she wants the elders and nobles to put Naboth in the position of a criminal defendant. Alternate translation: [and seat Naboth in front of the crowd as an accused person] or (2) that she wants the elders and nobles to put Naboth in a seat of honor to suggest that, if not for the accusations that would then be brought against him, they would consider him a leading member of the community. In other words, this was to be a false show of impartiality. Alternate translation: [and seat Naboth in a place of honor to show that you have nothing against him personally]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
