Ahab is using the question form to remind Jehoshaphat of what he had already told him and to emphasize that he was right. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I told you that he would not prophesy good about me but rather evil!]
