Here the masculine terms man and son of a man have a generic sense that includes any human being, both men and women. If it would be helpful to your readers, you could use language in your translation that is clearly inclusive of both men and women. Alternate translation: [God is not a human being, that he should lie, or a mortal]

Balaam is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [and God is not a son of a man, that he should change his mind]

Balaam is using the question form to emphasize that God always does what he says he will do. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [He has said, and he will surely do it; he has spoken, and he will surely fulfill it!]
