OET (OET-LV) Not is_a_human god and_lie and_son_of humankind and_change_mind (the)_that has_he_said and_not will_he_act and_spoken and_not fulfill_it.
OET (OET-RV) God doesn’t lie because he’s not a human being,
⇔ ≈ and he’s not a mortal who might change his mind.
⇔ Whatever he’s said, he’ll do it.
⇔ ≈ Anything he promised, he’ll make it happen.
Note 1 topic: figures-of-speech / parallelism
הַה֤וּא אָמַר֙ וְלֹ֣א יַעֲשֶׂ֔ה וְדִבֶּ֖ר וְלֹ֥א יְקִימֶֽנָּה
(the)=that he/it_had_said and=not he/it_made/did and,spoken and=not fulfill,it
Both of these clauses mean the same thing and emphasize that God does what he says he will.
Note 2 topic: figures-of-speech / rquestion
הַה֤וּא אָמַר֙ וְלֹ֣א יַעֲשֶׂ֔ה וְדִבֶּ֖ר וְלֹ֥א יְקִימֶֽנָּה
(the)=that he/it_had_said and=not he/it_made/did and,spoken and=not fulfill,it
These rhetorical questions can be translated as statements. Alternate translation: “He has never promised a thing without fulfilling what he promised. He has always done exactly what he said he would do.”
23:19 Because of God’s reliable character, Balaam could do nothing but bless Israel.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
