Here the masculine terms man and son of a man have a generic sense that includes any human being, both men and women. If it would be helpful to your readers, you could use language in your translation that is clearly inclusive of both men and women. Alternate translation: [God is not a human being, that he should lie, or a mortal]

Balaam is using the question form to emphasize that God always does what he says he will do. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [He has said, and he will surely do it; he has spoken, and he will surely fulfill it!]
