Balaam answered and said to Balak using two speech verbs together, which was a natural way to introduce direct speech in the original language. In your translation, use a natural way of indicating direct quotations in your language.

Balaam is using the question form to remind Balak that he had already warned him about this. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I certainly spoke to you, saying, ‘All that Yahweh speaks, it I must do.’]
