OET (OET-LV) And_he/it_saw DOM the_Qēynī[s] and_he_lifted_up oracle_of_his and_he_said is_enduring dwelling_of_your and_is_set in_rock nest_of_your.
OET (OET-RV) Then he looked towards the Kenites and made this pronouncement,
⇔ “Your dwelling is permanent,
⇔ ≈ and your nest is set in the cliffs.
Note 1 topic: writing-newevent
וַיַּרְא֙ אֶת הַקֵּינִ֔י
and=he/it_saw DOM the,Kenite[s]
The author is using the word translated as And to introduce a new event in the story. Use a word, phrase, or other method in your language that is natural for introducing a new event.
Note 2 topic: writing-quotations
וַיִּשָּׂ֥א מְשָׁל֖וֹ וַיֹּאמַ֑ר
and,he_lifted_up oracle_of,his and,he_said
See how you translated the similar expression in [24:3](../24/03.md).
Note 3 topic: figures-of-speech / possession
מֽוֹשָׁבֶ֔ךָ
dwelling_of,your
Balaam is using the possessive form to mean the place where the Kenites live. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [is the place where you live]
Note 4 topic: figures-of-speech / metaphor
וְשִׂ֥ים בַּסֶּ֖לַע קִנֶּֽךָ
and_[is],set in,rock nest_of,your
Here Balaam is speaking of the secure dwelling place of the Kenites as if it were a bird’s nest set in the rock. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [and your home is secure among the rocks]
Note 5 topic: figures-of-speech / activepassive
וְשִׂ֥ים בַּסֶּ֖לַע קִנֶּֽךָ
and_[is],set in,rock nest_of,your
The expression set in the rock is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [and you have built your nest in the rock]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
