T4T Yahweh had told Moses many years previously in what way he wanted the division of the land to be decided. Moses had already declared that two and a half tribes would be allotted land on the east side of the Jordan River. Joseph had two sons, Manasseh and Ephraim. Half of the tribe descended from Manasseh was allotted land on the east side of the Jordan, along with the tribes of Reuben and Gad. The people belonging to the nine and a half other tribes on the west side of the Jordan River threw ◄lots/stones that had been marked► to decide which land each tribe would receive. The tribe of Levi was not allotted any land. They received only towns that already existed, towns in which to live, and ◄pastures/fields of grass► for their animals.

14:4 Joseph, the elder son of Jacob’s favorite wife Rachel, received a double portion of land through his sons Manasseh and Ephraim (see study note on Gen 48:5-7). Because the Levites did not receive a separate tribal territory (Josh 13:14), the total number of tribes with land remained at twelve.

Here, they is an indefinite pronoun that does not have a specific referent in the immediate context. If it would be helpful in your language, you could translate this with a different expression that does not use an indefinite pronoun. Alternate translation: “And the Levites were given no portion”
After the Israelites had conquered portions of the Promised Land and Joshua had grown old, the Lord directed him to divide the rest of the land among the tribes of Israel as their inheritance (Joshua 13-20). The eastern tribes had already been allotted their land under Moses’ leadership (Numbers 32), but they continued to help the other tribes drive out the Canaanites from land west of the Jordan River. The Lord also instructed the Israelites to designate several cities of refuge, where someone could flee for protection from an avenger if they accidentally killed someone (Numbers 35; Joshua 20).
