This is a merism. First, two extremes are mentioned: the highest of society (Pharaoh, who sits on his throne) and the lowest (the slave girl who is behind the mill). Then the animals (beasts) are added making it a three-item list of parts of society and even the economy to show the totality of the coming judgment.
