This does not mean to bow for worshiping. They will bow to Moses to beg him to leave. They will do this to show how desperate they will be for Moses and the Israelites to go. If it would be helpful to your readers, you could express that explicitly.

They will bow to Moses to beg him to leave. They will do this to show how desperate they will be for Moses and the Israelites to go.
