וַיַּ֤עַן מֹשֶׁה֙ וַיֹּ֔אמֶר
and,answered Mosheh and=he/it_said
Here, answered and said is a Hebrew expression which does not convey any extra information. Unless your language naturally uses a similar structure, it is better to translate one verb and omit the other. Alternate translation: “Moses answered”

וְהֵן֙ לֹֽא־יַאֲמִ֣ינוּ לִ֔י וְלֹ֥א יִשְׁמְע֖וּ בְּקֹלִ֑י כִּ֣י יֹֽאמְר֔וּ לֹֽא־נִרְאָ֥ה אֵלֶ֖יךָ יְהוָֽה
and=if not believe to=me and=not they_will_understand in/on/at/with,voice,me that/for/because/then/when say not he/it_appeared to,you YHWH
This is a direct quotation. It may be helpful to your readers to indicate this by marking it with first-level quotation marks or with whatever other punctuation or convention your language uses to indicate a quotation.There may be other quotations in this chapter; they will be marked by the same punctuation, but they will not have their own notes unless there is something unique about them.
Note 2 topic: figures-of-speech / metonymy
בְּקֹלִ֑י
in/on/at/with,voice,me
See 3:18. Alternate translation: “to what I say”
Note 3 topic: figures-of-speech / quotesinquotes
לֹֽא־נִרְאָ֥ה אֵלֶ֖יךָ יְהוָֽה
not not he/it_appeared to,you YHWH
This is a second-level quotation. It may be helpful to your readers to indicate this by marking it with second-level quotation marks or with whatever other punctuation or convention your language uses to indicate a quotation within a quotation. However, you could translate it as an indirect quotation. Alternate translation: “that Yahweh has not appeared to me”
וְהֵן֙
and=if
This is a term meant to focus the attention of the listener on what the speaker is about to say. If there is not a good way to translate this term in your language, this term can be omitted from the translation, or you can use an alternate translation like “Listen to me.”
4:1-9 Moses’ third protest was that he lacked power. God answered in a very convincing demonstration of divine power by instantaneous creation of a snake and of a severe skin disease.
OET (OET-LV) And_answered Mosheh and_he/it_said and_if not they_will_believe to_me and_not they_will_listen in/on/at/with_voice_me if/because they_will_say not he_appeared to_you YHWH.
OET (OET-RV) “But listen,” Mosheh responded, “they won’t believe me and won’t listen to what I say, because they’ll say, ‘Yahweh never showed himself to you.’ ”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
