OET (OET-LV)The_gives rain on [the]_surface of_[the]_earth and_sends water on [the]_surface of_[the]_open_places.

OET (OET-RV)He’s the one giving rain all over the earth,
⇔ and sending water onto the fields.

uW Translation Notes:

Note 1 topic: writing-pronouns

הַנֹּתֵ֣ן & וְשֹׁ֥לֵֽחַ

the,gives & and,sends

The pronoun one refers to God. It may be helpful to clarify this for your readers, and it may be helpful to begin a new sentence here. Alternate translation: “God is the one who gives … and sends”

Note 2 topic: figures-of-speech / metaphor

־פְּנֵי־אָ֑רֶץ & ־פְּנֵ֥י חוּצֽוֹת׃

face/surface_of earth & face/surface_of (Some words not found in UHB: the,gives rain on/upon/above/on_account_of//he/it_went_in face/surface_of earth and,sends waters on/upon/above/on_account_of//he/it_went_in face/surface_of fields )

Eliphaz is speaking as if the earth and the fields each literally had a face. He means their surfaces. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “the surface of the earth … the surface of the fields”

TSN Tyndale Study Notes:

5:9-16 Eliphaz’s doxology praised God as the wonder-working Creator and Sustainer of the universe (5:9-10) and as the righteous Judge who brings down the powerful and lifts up the poor (5:11-16).
