Solomon is speaking as if he actually were a little child. He means that he feels very inexperienced and inadequate as a ruler. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [but I am very inexperienced]

Solomon is using I do not know going out or coming in as a common expression of his culture to mean that he does not know how to be a leader. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly.
