If it would be more natural in your language, you may want to put the information about the wreaths that were below the lions and cattle in the first part of this sentence. That way it would follow directly from the author’s introduction of these decorations in the previous sentence. Alternate translation: [And from below to the lions and to the cattle were wreaths, the work of descent, and on the frames was a pedestal from above]

The phrase the work of descent could indicate: (1) that these wreaths were crafted to appear as if they were hanging down from the panels. Alternate translation: [and below the lions and cattle were wreaths that appeared to hang down from the panels] or (2) that these wreaths were hammered or embossed onto the surface of the panels. Alternate translation: [and below the lions and cattle, wreath designs were worked into the panels]
