The author is stating the pronoun He separately, even though the verb translated as he built up already includes this meaning. He is doing that to specify that while it was Amaziah who defeated the Edomites generally (as he describes in [14:7](../14/07.md)), it was Azariah who reconquered and fortified Elath. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [He was the one who built up]
