In this instance, Elisha is not using the question form to make a confident statement. He is asking this question because he is seeking information. (Elisha gets the information he is seeking in the form of the waters of the Jordan River parting.) You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [Is Yahweh, the God of Elijah, even he, still here with me]
