This verse is identical in structure with [10:14](../10/14.md) except that it uses the phrase the one gathering for all the camps instead of in the first. rear_guard to/from=all/each/any/every the,camps

The author is using the one gathering for all the camps as a common expression of this culture to mean “the rearguard” or “the one walking at the rear of the group.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [the one walking at the rear of the group]
