This is poetic language where the verb “assemble” and its object “assembly” come from the same root. You may be able to use the same construction in your language to express the meaning here. Alternatively, your language may have another way of saying this. Alternate translation: [And when assembling the people]

תִּתְקְע֖וּ וְ⁠לֹ֥א תָרִֽיעוּ

blow and=not sound_an_alarm

The word you is plural here because God is speaking to all the Israelites along with Moses. So use the plural form in your translation if your language marks that distinction.
